1、理解资质证书申报的意义
资质申报是国家在整顿和规范市场经济秩序的基础上，根据我国目前建筑市场存在的有关问题的一种措施，如供求关系失衡、生产能力过剩导致不良竞争甚至恶性竞争；行业规模大，组织机构不合理；过度无序竞争；建筑市场秩序混乱等引发的一系列问题。

另一方面申请资质证书也是强制性的，因为这代表着建筑企业的条件实力是合法凭证。如果没有资质正式就不能申请安许证，也无法开展工程业务等活动。
